3. Can I do electrical, plumbing, heating and air conditioning work on my house?

Yes, if you own and occupy the house as your homestead. If the property where the work is to be done is either rental property or commercial property, you will need to hire a licensed and bonded electrician, plumber, or HVAC contractor.

4. Do I need a permit to install a water heater?

Yes, a permit is required. The new water heater is also inspected to ensure the safety of the installation.

5. Do I need a permit to install a new driveway?

You need a permit only if you are removing the curb or replacing the approach area. An inspection must be done before any concrete is poured.

6. Do I need a permit to install a fence?

No, you do not. There are maximum allowable heights in the front and rear yards, and special conditions for corner lots. Call this department for more information at (806)669-5740.

7. Do I need a permit to put a storage building on my property?

If it is a 1-story, detached, residential accessory building with 120 feet or less of floor area, you do not need a building permit. Regardless of the size, all buildings must comply with setback requirements. Call Code Enforcement for information on the setback requirements or other questions.

1. Where can I sign up for water, sewer and trash?

For water you can come to City Hall at 200 W Foster in the basement of City Hall. Bring a picture ID or drivers license with your Social Security card and put up a $50.00 deposit on each water meter.

2. Do we ever get our meter deposit refunded?

You will receive your water deposit back or it will be applied to any outstanding balance on your water account when you discontinue service.

3. Recycling?

The City of Pampa has a Recycling Center located at the City Landfill near the Scalehouse. Their hours are Monday thru Friday 8:00am to 4:30pm and Saturdays 8:00am to 11:30am. The first Saturday of the month only they have extended hours 8:00am until 4:30pm. The Landfill is on Loop 171, north of city.

1. Who should I contact with questions about problems with my sewer service?

Contact the Water Department at (806)669-5810 regarding sewer chokes or leaks in the City mains. They will dispatch us by radio.

3. When will my garbage be picked up?

4. How do I report a street light problem?

Most of the street lights in town are maintained by Excel Energy. If it's a traffic light call Dispatch at (806)669-5707.

5. Can you change my billing due date on my water bill?

Not at this time. The City is divided into 4 Billing Cycles and they have a specific date they are billed and date each Billing Cycle is due.

6. Do you charge us a fee to transfer our services to another house?

No there is no transfer fee but any outstanding bill must be paid prior to transferring.

7. Where does the City water service responsibility end and the customer's begin?

The City's responsibility ends on the back side of the meter connection which is the opposite of the meter valve. After the water goes through the meter it becomes the customer's water.

8. If there is a leak on the valve in the meter box am I being charged for the water?

No, you are not charged for this water because it isn't going through the meter.

9. What if I break the valve turning off the water?

If you turn the water on or off and cause damage to the city valve you will be charged $150.00 for the valve replacement. Please call day or night to turn on or off your service . We have a service person on call day or night for this service. Please call (806)669-5810.
According to the City of Pampa adopted 2003 International plumbing code section 606.1. (The customer must provide a valve on their service line past the meter to be used to isolate the customer water service.)

10. Do I need a backflow preventer on my lawn irrigation?

Yes you do, there are all sorts of contaminants lurking in your soil that can and will make you sick even to the point of death. Contaminates in the soil can find their way back into the water supply. Therefore, the City code requires a backflow preventer on each irrigation meter.

11. Who do I contact for a strong chlorine odor in the water?

You need to contact the water plant at (806)669-5830.

12. How often is my meter changed out and why am I not notified when my water service is turned off when the meter is being replaced?

We have a 10 year meter change out program. As a part of our standard operating procedure we do take steps to insure that water is not being used before we turn the water off.

13. Why are paint marks and flags in my alley?

The markings in your alley may be for buried services, such as gas, sewer, water, cable, or telephone. It could be that the City has marked service lines for repair.

14. Who do I call for sewer and water service line locations?

Please call the water office (806)669-5810 for water and sewer main locaters. We will spot the City water main and the sewer main at no charge. We are not able to mark your lines on your property just the mains in the alley.

15. Who do I call before I dig?

Call (800)DIG-TESS/(800)344-8377. The Texas law says you must call before you dig and if you don't call for spots and damage an underground facility, you will be billed for the damages. The hidden hazards of pipelines in close proximity or under your property could be dangerous and deadly. Please call at least 2 business days but not more than 2 weeks before you dig.

Recreation Department

1. Do I need a Fishing License to fish at Recreation Park Lake?

Yes, persons age 16 to 65 must have a valid Texas Fishing License to fish at Recreation Park.

2. Can I put a boat on the Recreation Park Lake?

Only non-motorized boats are allowed on the lake.

3. How old do you have to be to play Adult Softball or Adult Volleyball?

The minimum age for Adult Softball is 16, however youth tournaments are held at Recreation Park occasionally, open to all ages. The minimum age for Adult Volleyball is 14 years.

4. Can I rent the Recreation Park Softball Complex?

No, the Complex is reserved for sanctioned leagues and tournaments.

5. How can I become a lifeguard?

Persons at least 16 years old must complete the American Red Cross Life Saving Course, then apply to the City of Pampa. Life guards are chosen each year based on experience and ability.

6. How long can I stay at the Recreation Park RV Camp ground?

City Ordinance limits stays to a maximum of 14 consecutive days.

7. Who do I call to rent the County Bull Barn?

The County Judges Office rents the Clyde Carruth Pavilion (Bull Barn) and the Top of Texas Rodeo Association rents the outdoor open-air pavilion.

The pavilion rents for $20 per day and is coordinated through the City Administration office at (806)669-5750.
