Meet Pampa’s City Manager
Richard Morris was born and raised in Quanah, Texas and began his career in municipal government in 1991 as City Engineer for the City of Pampa. Richard was Director of Public Works/City Engineer for over 17 years before being named City Manager in January 2009. Richard and his wife Jan love Pampa and have lived here since 1971. "Pampa is a great community in which to live, work, play, worship, and relax."
Mr. Morris graduated from Texas Tech University in 1971 with a Bachelor of Science degree in Civil Engineering. From 1971 to 1991 he was an Associate, Vice President, and Partner with Merriman & Barber Consulting Engineers, Inc. Work experience included municipal, industrial, and private engineering and surveying. Richard is a Registered Professional Engineer and Land Surveyor. Interests include hunting, fishing, and visiting family. Civic, Community, and Professional activities include the Pampa Chamber of Commerce Gold Coats, Kiwanis, and Gideon’s.
Richard and his wife Jan have two children, son Ryan and wife Valerie, grandsons Carter, Cannon, and Knox of Llano, Texas and daughter Summer Roark of Dumas, Texas. Jan is a retired teacher for the Pampa Independent School District. He and his wife attend Central Baptist Church of Pampa.
Responsibilities
- Provide executive leadership and direction
- Review and coordinate all City Departments and operations
- Offers professional advice on all aspects of the City’s operations
- Reviews all City Commission agenda materials for content and departmental recommendations
The City Manager prepares and submits the annual budget and capital program to the City Commission. He or she continuously monitors the City’s financial position and needs, keeping the City Commission fully informed, pertaining to the financial condition of the City.
