About The City Attorney

             The City Attorney is the general counsel for the City providing legal services including preparation of Ordinances, Resolutions, contracts and other legal documents.  The City Attorney provides legal advice to the City Commission, City Departments and City representatives, attending meetings of the Staff and Commission.

Meet Pampa's City Attorney

            Lee Waters was born and raised in Pampa and began his legal career in Pampa in 1976.  After 14 years practicing law, he was elected Judge of the 223rd District and served for 20 years.  He took over as City Attorney in January, 2011.  “I’ve truly enjoyed my work for the City.  I love the City of Pampa and want nothing more than to see it prosper.”

            Waters graduated in May, 1973 from The University of Texas at Austin where he was Vice-President of the Sr. Class of the School of Business, was selected as Outstanding Student, and received his BBA in Finance.  In June, he began his legal studies at The University of Texas School of Law, attending summers and graduating early, in December, 1975 with his Doctor of Jurisprudence.  He is Board Certified in Civil Trial Law by the Texas Board of Legal Specialization.  Lee has served on several committees of the State Bar of Texas and received a Presidential Commendation from the Bar in 2006.  In Pampa, he has served as President and Director of the Pampa Rotary Club, Vice-President and Director of the Pampa Chamber of Commerce, and Chairman and Director of the Gray County Chapter of the American Red Cross.

            Lee and his wife Diane have 3 children and 7 grandchildren.  Diane works for the M.K. Brown Foundation as Assistant Secretary-Treasurer.  They attend First Presbyterian Church where Diane has served on numerous committees and Lee has served as Elder and Trustee.
