Our Mission

The mission of Municipal Utilities Accounting and Collection is to record, bill and collect fees for water, sewer and sanitation services rendered by the City of Pampa, thereby providing adequate operating funds for the enterprise funds.

The City of Pampa would like to inform citizens of the multiple ways that are available to make payments on your water bill that you may not be aware of. 

Automatic Bank Draft: Your bill will be mailed like normal each month and your payment will be automatically withdrawn from your bank account on your due date. To set your account up on automatic bank draft, please visit/call our office.  You will need a voided check to get this process established. 

In-Person Payments: You can make in-person payments inside City Hall anytime during business hours.  Currently our hours are Monday-Friday from 8-4. (Credit card fees apply)

Phone Payments: If you would like to pay by credit card (fees applied), you can call 806-256-6115 and follow the prompts to process your payment.  You will need your utility account number for this process to work.

Online Payments: To make a payment online by credit card (fees applied), please visit https://1.municipal.cc/PampaTX/Webportal/   Our old site has been disabled, so please visit our new site to make a one-time payment.

Utility Express: This platform allows you to receive a text message directly to your smartphone, alerting you when you have a new bill, when payment is due, and allows you to make payment from your phone. If you would like to participate in this platform please contact our office to see the multiple ways to be added.  (Available July 21st)

24/7 Kiosk (South side of City Hall): Our kiosk is available 24/7 and is setup to accept cash, check, and credit card payments.  You can scan your bill or use the look-up feature.  You have the option to have your receipt printed or sent by text. The kiosk is designed to dispense dollar bills and credit your account the remaining change. (Credit Card fees apply)

There is no charge for making payment by cash, check, or automatic draft. There is a processing fee for credit card use on all payment options that is collected by the processor not the City.   

Please be aware that there are other 3rd party platforms that offer bill pay including banking bill pay features.  Please understand that these payments may take 2-3 weeks for our office to receive and late fees or disconnection could still apply.

About The Water Office

The Utility Office is the focal point for delivery of water services. Customers contact the office to establish, terminate or transfer service. Service requests are processed by field representatives and meters are read by meter readers monthly or are electronically read by a radio tower. Security deposits, payments, delinquent notices, customer inquiries and adjustments are responsibilities handled by the customer service clerks. Computer support is provided by the IT Service Department.
