Director of Public Works


The City of Pampa Public Works Department consists of several different departments all of which are under the supervision of Donny Hooper, the Director of Public Works.  The Public Works / Engineering Department strives to provide administrative and technical support in reaching the goals established by the City Commission.


The Director of Public Works manages and directs all activities and operations involving the City’s Public Works activities. This position is also responsible for addressing inquires and/or issues, both verbal and written, related to the department’s operation and for establishing the management objectives of the department. 

The Director of Public Works, Donny Hooper oversees the following departments:

  • Code Enforcement
  • Sanitation
  • Landfill
  • Recycling
  • Heath Department
  • Water Distribution
  • Water Production
  • Waste Water Collection
  • Water Treatment
  • Streets
  • Planning & Zoning 
Additional Duties

Mr. Hooper is also the Public Information Officer for the City of Pampa and handles all major media events across all divisions of the City in conjunction with his role in Public Works. 

Meet the Director of Public Works

Donny Hooper is a Texas Panhandle native, growing up in Borger.  He has been employed with the City of Pampa for 22 years beginning his career in 1996 as an Engineering Technician.  He became Director of the Public Works division in 2009. Hooper earned the designation of Certified Public Manager (CPM) through Arizona State University in 2012. 

He served for two terms as President of the Pampa Rotary Club and is a past Chairman of the Pampa United Way. He has also served as the Chairman for the Panhandle Regional Solid Waste Advisory Committee and is a member of the American Society of Civil Engineers, American Public Works Association, Texas Public Works Association, Solid Waste Association of North America, American Water Works Association and the Texas Association of Broadcasters where he was recently honored as a member of the golden mic club. 

He is married to Gail, who is the owner of Estate Sale Solutions. They are proud members of first baptist church in pampa where Donny teaches Sunday school. They have four children, Heather, Tyler, Jarett, and Ella.  They also are proud Grandparents of four grandchildren; Lexie, Logan, Jaden and Keagan.
