GENERAL PURPOSE

Monitors, implements, and enforces all rules and Ordinances related to building codes and to any other general health or safety matters under the jurisdiction of the City of Pampa with integrity and professionalism.  Regularly work with builders, construction contractors, and the general public and other City departments.

SUPERVISION RECEIVED:

This position works under the guidance and direction of the Director of Public Works and the Assistant Director of Public Works.

SUPERVISION EXERCISED:

This position supervises Code Enforcement staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Building Official is responsible for ensuring that all public health and safety laws including City Ordinances, codes, and rules and federal, state, and county laws and codes are enforced.
The responsibilities and tasks of the Building Official involve analyzing and evaluating many significant variables. 
Provide information and services to general public and visitors with professional courtesy and respect
Schedule meetings and prepares information to assist public in understanding of applicable regulations
Conduct duties with integrity, pride, innovation, and a “can do” attitude
Accomplish teamwork by working cohesively and maintaining positive relationships with all City staff
Constructive problem solving in the resolution of situations and complaints
Administration of the permitting process for all construction projects
Monitoring and issuing City building permits
Inspecting and approving construction of buildings and coordinating assigned staff to accomplish efficient and timely inspections within the City
Interpret codes and methods, resolves interpretation issues pertaining to the adopted Building, Plumbing, Electrical, Energy, and Mechanical Codes
Review site and building plans and specifications of any complexity and compare them with construction in progress, perform building inspections and site visits
Detect hazards and violations, then detail what the Code required during field inspection work (example: evaluate potential substandard structures)
Ability to enforce regulations with firmness, tact, impartiality, and professionalism in field inspection and office work
Ensure that Ordinances relating to public health and safety are enforced
Monitoring city property, right of ways, and easements for present and future growth
Oversees re-inspections or final inspection for issuance of certificate of occupancy
Advise Division Director in the necessity, preparation, and presentation of City Ordinances related to building codes
Train, develop, mentor, evaluate, and discipline assigned employees
Prepare reports and is the staff representative to the Construction Board of Appeals and the liaison to Planning and Zoning Board
Performs other related duties as assigned or required

PERIPHERAL DUTIES

May perform a variety of office related functions, including preparing permits, correspondence, presentation materials, brochures, reducing field notes, printing materials, answering phones and responding to inquiries from contractors, developers, property owners, staff and the general public.
Can serve as a member of various employee committees.
May coordinate activities with other departments and work groups as needed.

-        Performs onsite field inspections when conflicts and/or disputes occur

-        Plan, develop and implement annual maintenance programs; operating and capital budgets and monitor expenditures to ensure adherence to such

-        Provide information to and communicate effectively and amicably with other city departments, engineers, county, state, and federal agencies

-        Prepares and performs verbal and written presentations to City Manager, Director of Public Works, City Staff, Boards, and City Commission as required

-        Meet with all prospective developers, landowners, and real estate companies, to discuss Planning, Zoning, Subdivision Platting, and infrastructure

-        Administer and plan all Planning and Zoning Board and Board of Adjustment meetings

-        Attend various city administrative meetings, i.e. all City Commission meetings, and other meetings as needed, including Planning & Zoning meetings

-        Performs any other tasks, as required or assigned by the Director of Public Works

DESIRED MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree in Construction Science, Construction Administration, Construction Management, Engineering, or another closely related field
Three (3) years related experience
Three (3) years supervisory experience
Valid State of Texas Driver’s License with an acceptable driving record
Knowledge of: International Building Code, International Residential Code, Plumbing Code, Energy Conservation Code and National Electric Code
Ability is required to obtain Certified Building Official (CBO) and State Plumbing Inspector’s license within twelve (12) months of employment unless an extension is granted in writing for good cause by the Director of Public Works.

EQUIVALENCIES:

High school diploma or GED plus eight (8) years of construction experience including five (5) years supervisory/project management responsibilities will meet the education and experience requirements.
An associate's degree in any field plus six (6) years of construction experience including five (5) years supervisory/project management responsibilities will meet the education and experience requirements.
LICENSE(S) and/or CERTIFICATION(S) International Code Council (ICC):

ICC Building Inspector.
ICC Plans Examiner.
ICC Electrical Inspector
ICC Mechanical Inspector.

SKILLS, KNOWLEDGE & ABILITIES

Thorough technical knowledge of residential and commercial building construction standards, methods, and practices
Knowledge of the Building, Plumbing, Electrical, Energy, and Mechanical codes and the applicability of said codes to individual projects
Possess considerable knowledge of current building construction methods, materials, tools, and equipment
Read, review, and accurately interpret building plans and specifications of any complexity and to compare them with construction in progress, perform building inspections and site visits
Must have a general familiarity with City Ordinances and be able to identify necessary amendments and/or updates for maintaining a progressive department
Must be able to make reasonable judgments based upon knowledge of applicable laws and Ordinances
Familiar with regulations concerning fire prevention and emergency management planning
Thorough knowledge of the principles of effective administration, to include planning, evaluating, directing, and supervising
Excellent written and verbal communication skills are required with ability to communicate amicably, clearly, and concisely with other city employees, citizens, public officials, and the general public
Ability to establish and maintain effective working relationships with employees, the City's management team, and the general public
Maintains current knowledge of trends and developments in the field, and facilitates application of such as appropriate
Working knowledge of personal computer, including use of Microsoft Word, Excel, Outlook and City of Pampa GIS system
In emergency situations, the Building Official must be able to exercise good judgment and coordinate the efforts of co-workers; to react calmly and quickly

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

Some tasks involve physical effort, i.e., standing and walking, or frequent lifting of items weighing between 5-50 pounds;  may be required to run, walk, climb, kneel, squat, stoop, bend and sit while inspecting construction sites
Some physical exertion may be required for prolong periods of time; must be able to work in confined spaces
Use eyes, ears, nose, hands and fingers to perform assigned duties and responsibilities
This position requires the employee to have 20/20 vision with or without corrective lenses due to detail required in work
Duties are performed indoors/outdoors in extreme temperatures including heat, cold, temperatures swings, and inclement weather

This position entails some exposure to heights, mechanical, electrical and chemical hazards; also fumes, odors, dust, mites, and possible toxic waste hazards
