ADVERTISEMENT FOR BIDS
Sealed Bids for construction of Wastewater Treatment Plant, Improvements, (Bid No. 20.03.F) addressed to Karen Price, 200 West Foster, P.O. Box 2499, Pampa, TX 79066-2499, will be received at the office of the City Secretary, City of Pampa, Texas, (Owner), until 2 p.m., local time, on the 16th day of February, 2021. Any Bids received after the specified time will not be considered.
Bids will then be publicly opened and read aloud in the City of Pampa Armory, Conference Room located at 12065 E. Frederick, Pampa, TX 79065 at the time and date listed above.
Complete Contract Documents as needed for Bidding on the Project may be downloaded free of charge from http://www.civcastusa.com/ starting on the 15 th day of January, 2021. Hard copy documents can be purchased directly from the CivCast site.
Contract Documents are on file and may be examined without charge in the office of Jacobs at the City of Pampa’s Water Treatment Plant, address 2801 West Kentucky Street, Pampa, TX 79065, phone 806.669.5830. Contract Documents are also on file in the following Plan Room:

A pre-bid conference for the project will be held on January 27, 10:00 a.m. at the City of Pampa Wastewater Treatment Plant, 780 Wastewater Treatment Rd., Pampa, TX 79065, (806) 669-5830. A visit to the site will follow the pre-bid conference.
Direct questions regarding distribution of Contract Documents to Sherri Mancill (Sherri.Mancill@jacobs.com) at Jacobs. Direct questions regarding the design of the project to Timothy Lyons, Jacobs, email: timothy.lyons@jacobs.com . All questions must be submitted in writing, one week (7 days) prior to the bid opening and may be submitted via mail or e-mail at the address shown above.
The Project contemplated consists of a, New Headworks Facility Canopy, New Influent Flow Meter, New Secondary Clarifier Mechanism, Miscellaneous Gate Replacement Electrical and Instrumentation and Control Improvements at the Wastewater Treatment Plant.
The Work will be substantially completed within 240 calendar days from the date when the Contract Times commence to run. With final completion 300 days from the date when the Contract Times commences to run.
Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders.
The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed in the Bidding Documents.
Pampa Wastewater Plant Treatment Improvements
In order to perform public work, the Successful Bidder and Subcontractors prior to contract award shall hold or obtain such licenses as required by State Statutes, and federal and local Laws and Regulations
Nonresident Bidders shall conform to Government Code 2155.004 prior to submitting Bid.
Bidder shall use prevailing wage rates as contained in Bidding document.
Bidder shall certify that neither Bidder, nor person represented by Bidder, nor any person acting for the represented person has:
Violated the antitrust laws codified by Chapter 15, Business & Commerce Code, or the federal antitrust laws; or
Directly or indirectly communicated the Bid to a competitor or other person engaged in the same line of business.
Owner’s right is reserved to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
