Administrative and Support Services Division

The Administrative and Support Services Division is primarily comprised of members of the department who are also assigned to other divisions of the department.  These personnel have special assignments within this Division in support of the department’s initiatives and efforts.  The division oversees the Police Records Unit, the Property/Evidence room, the Mobile Device Forensics Laboratory, and sUAS (drone) unit.  The Division is also responsible for the management of the Texas Police Chief’s Best Practices Recognition Program, in addition to grant program management, the department's technology initiatives and solutions, along with other administrative functions of the department.

Division Commander

Lieutenant Brian Massey

Lieutenant Massey began his law enforcement career in early 2006, graduating Valedictorian of Class #28 at Cedar Valley College's Law Enforcement Academy, in Lancaster, TX.  While in the academy, he also served as a Volunteer Fireman for the Ferris, TX Fire Department.  Prior to beginning his employment with the Pampa Police Department in January of 2013, Massey served with the Ferris Police Department, Spearman Police Department, and Iowa Park Police Department.  Throughout the years of service at those agencies, Massey gained invaluable experience and knowledge.

During his tenure at the Pampa Police Department, Massey has served in various roles including Patrol Officer, Crime Prevention Officer, Detective, CID Sergeant, Administrative Sergeant, and at his current rank of Lieutenant as a Division Commander.  Massey holds a Master Peace Officer Certification, TCOLE Advanced Instructor Certificate, Advanced Property/Evidence Technician Certificate, and a Mobile Device Forensics Technician and Physical Analyst certification.  Massey also heads up the Department's Training and Education Unit as the Training Coordinator.  In 2023 he became the 56th recipient of the Texas Police Chief's Association's Law Enforcement Command Officer Program (LECOP) certification.

Before his career in law enforcement, Lieutenant Massey worked in retail for a Fortune 500 privately held company.  In addition to holding the position of Area Supervisor with the company, where he supervised 6 retail locations in Southwest Florida, Massey spent several years as one of the company's Training Managers, traveling throughout Texas, Louisiana, Alabama, and Florida training store management staff at the operations level.  This provided him great experience in leading and training others.

In his off time, Lieutenant Massey enjoys spending time with his wife, Autumn, and their 4 children.  His interests also include camping, hiking, fishing, cooking, keeping up to date on the latest tech trends, and playing video games.
